At the end of 1993, the council of Utrecht approved of the 'Stedebouwkundig
Plan De Uithof' as a formal document to be used as a basis for
further development of the university campus. A residential area,
exclusively meant for student housing, was agreed upon by
both the university and the city, located south of the Cambridgelaan.
On the map below the area is drawn to the right of the triangular
ecological zone. For the first time in the history of 'De Uithof'
not only agreement was reached on the principles of future
development, but it was documented as well. The 1993 plan is
referred to as the plan 'Koolhaas
/ Zaaijer'.
The red line in the centre of the map represents the way public
transportation was supposed to serve 'De Uithof' At the time
the plan was drawn, a tramway was conceived. Unfortunately, the
1993 elections for the city council influenced this aspect of
the planning process dramatically. Political party D'66 won the
elections and stopped the tramway. It favoured an underground
solution that proved to be unrealistic. The plans for the tramway,
though ready for contracting, were never to be carried out. Public
transportation were to become a hot issue for 'De Uithof' for
over ten years...
